I have the honour to inform you that I

have received certain proposals from the Postmaster-General

respecting an increase in the establishment of the Registra-

tion and Parcels Branch of the Post Office which I submit for

your favourable consideration.

Mr. Johnston says that the work in this

Branch is getting beyond the control of the present Superinten-

dent, and he recommends that one of the two European Supervisors

be placed in charge under the style of 'Superintendent of the

Registration and Parcels Branch'. I may mention that this

Branch deals with an average of 1,820 registered articles and

parcels daily, and that if reconstituted according to the sub-

joined proposals it will consist of 17 clerks, 10 postmen and

a shroff. The other European Supervisor will be styled

'Superintendent of Mails' and as these proposed changes will

impose upon them greater responsibility and necessitate their

working longer hours than hitherto, it is recommended that

they both be allowed to draw, as from the 1st. of January, 1904,

their first increment, thus bringing their salaries up to

€255.
